оценка трудовых ресурсов
Категория теории оптимального функционирования экономики, одна из народнохозяйственных оценок, возникающих в процессе составления оптимального плана одновременно и совместно с натуральными характеристиками выпуска продукции и распределения ограниченных ресурсов. Как и оценка других ресурсов (см. Оценка природных ресурсов, Нормативный коэффициент эффективности капитальных затрат), такая оценка отражает вклад, вносимый в уровень удовлетворения общественных потребностей вовлечением в хозяйственный оборот дополнительной единицы ресурса. Проблема О.т.р. исследовалась в рамках разработки СОФЭ в последней трети ХХ в. Некоторые из полученных результатов сохранили свою актуальность. Надо лишь иметь в виду принципиальные отличия трудовых ресурсов от любых других видов производственных ресурсов — связанные с социальными факторами. Прежде всего, сама активность труда, его качество и результаты зависят от его оценки, тогда как качество других ресурсов в принципе от их оценки не зависит. Измерение затрат труда осложнено существенными различиями в условиях его применения, квалификации работников и т.д.
